“这是一大笔未预算的资金,” said 市长 Nenshi. “We’ve debated five options in 议会—所有这些都反映了卡尔加里人的优先事项—and this is our opportunity to engage with citizens to hear what they think before 议会 makes a decision in July.”
市 议会 wants all citizens to give input 上 all or any of 的five options. 的re are three ways citizens can get their input to 市 议会:
市 议会 approved 的2013 budget in November 2012. 的 Province, after its budget in March 2013, actually requested less of its estimated portion of 40 per cent than had been anticipated.
That means that, with 的same budget approved last November, 城市 now has $52 million more than expected. 议会 policy states that this money cannot be used for day-to-day operational expenses, but may be used for capital projects, which 城市 often asks 的Province to help fund, or debt reduction.
市 议会 has come up with five options for using this tax room that will provide value for Calgarians. 的y are:
“Let 的buses roll!”
“Give it back!”
市 议会 will carefully review all feedback and use 的information in helping them to decide how to use 的$52 million when 议会 meets in July.
城市 currently has a three-year business plan and budget cycle, which has aligned with 议会’的三年选举周期。
With 的change in 议会 terms to four years, 城市 of Calgary would like your feedback to develop recommendations 上 的timing and duration of 城市’s multi-year business plans and budgets. 的se recommendations will be considered by 议会 in April 2013.
的 调查 will be open until 的end of day February 15, 2013. Once 的survey closes, we will share 的feedback with both 议会 and Administration to aid in deciding 上 a new business planning and budgeting process to support a four-year 议会 term.
“Council’s budget deliberations provided a valuable opportunity to engage 的public in an 上 going dialogue with 议会 about 的kind of 市 we live in, what kinds of things we want to invest in and how we want to pay for those programs and services”, said 市长 Nenshi.
$240 thousand to support work related to 的议会-approved Municipal Complex Bylaw for effective and efficient management of 的Municipal Complex for all users.
议会 also allocated $10.2 million of tax space, aligned to 的following key priorities:
用于人行道,路缘石和天沟的200万美元。
200万美元用于改善运输可靠性。
投入200万美元,以寻求减少交通拥堵的策略。
200万美元用于现有公司建筑物的生命周期维护。
$ 220万用于改善社区设施。
总体而言,卡尔加里的经济和社会前景保持稳定,自2012-2014年业务计划以来未发生重大变化& 预算 was approved by 议会. As a result of this stability, 议会 has approved adjustments to 的most critical areas so as not to exceed 的previously approved tax rate.
城市 will continue to monitor current economic events and their impact 上 municipal services. 的 flexibility built in to 的three-year approach allows 议会 to make necessary changes from a position of knowing what is critical and adjusting 的business plans and budgets to retain a longer-term perspective.
